I’ll have to be honest and admit that I had no idea who he was, but thanks to some help from the handy luchawiki, I’ve discovered that you were at the very least close to correct. He could be either La Rata I (http://www.luchawiki.org/index.php/La_Rata_I) or La Rata II (http://www.luchawiki.org/index.php/La_Rata_II).
